Dallas police continue their investigation into a shooting at the on Cleveland Road in far south Dallas.
Police say they responded just after midnight on Sunday after one person fired a gun into the air and another fired into the crowd.
Dallas Police Chief Eddie Garcia said 26-year-old Kealon Gilmore was killed, and 16 others were injured.
Garcia said the event鈥檚 promoters did not have a permit.
鈥淲e know that these events, some of them can lead to this type of violence, and there's a reason why permits are in place,鈥 Garcia said. 鈥淭here's a reason why there are some areas and some cities that have promoter ordinances. These are areas that we definitely look into as a city and a department.鈥
Garcia says seven off-duty Dallas police officers were approved by the department to work at the event. He says they left before the shooting occurred.
鈥淭hey shouldn't be working events that were not permitted," Garcia said. 鈥淐ertainly we're looking into it as a department to tighten that up as well.鈥
