The Center for Policy, Innovation and Program Coordination at the Department of Family and Protective Services conducted the report. It cites a 鈥渘egative culture, employee flight, increased workload, increased stress, and negativity 鈥� all with no apparent urgency on the part of upper management.鈥�
Low pay and a heavy workload has contributed to a high turnover within the agency. As a result, cases of suspected abuse and neglect have lingered.
A four-year-old Grand Prairie girl died in April under the care of her mother and boyfriend. CPS has been blamed for not acting quickly enough to remove her from the home.
